Sovereignty
Sovereign AI: what if it stayed under your control?
Adopting AI shouldn't mean handing your data, your strategy and your costs to a handful of US APIs. JustAI masters the entire chain — from GPU server to model — so the value stays with you.
Why it matters
Dependency is a risk few measure
Behind the convenience of an API call lie blind spots that cost dearly the day they close in.
Your data goes elsewhere
Every request to a third-party API exposes your documents, exchanges and business secrets to infrastructure beyond your control, often subject to the Cloud Act.
Your costs follow their pricing
Rising prices, models deprecated overnight, imposed quotas: your roadmap depends on decisions made without you.
Your expertise evaporates
Without mastering the stack, you consume AI without ever understanding it — impossible to audit, fix or improve what you don't control.
Definition
What is sovereign AI?
Sovereign AI is an artificial-intelligence system whose infrastructure, models and data remain under the legal and technical control of the company using it. Four criteria define it.
Hosted in France or Europe
Servers in France or Europe, operated by companies that are themselves French or European. A European datacenter owned by a US player remains subject to the Cloud Act — the operator's nationality matters as much as the geography.
Open, auditable models
Open-weight models you can inspect, finetune and fix — as opposed to proprietary black boxes reachable only through an API.
Data never reused
Your requests and documents are never used to train a third-party model. No telemetry, no know-how leakage.
Full reversibility
Models and data remain your property. Changing providers doesn't mean losing everything — that is the very definition of independence.
Infrastructure & inference
Our servers, our GPUs, our inference
We operate our own compute fleet, in colocation in France. Your models run on our GPUs, never routed through a third-party API or a shared cloud.
Our own GPUs
We bought our own GPU servers, sized for inference, with no opaque pooling. We control the entire chain, from hardware to model.
Our own inference APIs
No request ever goes to ChatGPT, Claude or Gemini: your usage runs through our own APIs, served by our GPUs in colocation in France with a French operator — without even relying on a third-party cloud such as OVH or Scaleway.
Controlled cost, zero telemetry
Owning our hardware lets us optimise inference cost. No data sent back to US services, no hidden training on your content.
Open-weight models & alignment
Open models, finetuned and aligned
We deploy open-weight models that we finetune on your use cases, then align so they behave by your rules — not those of a third-party vendor.
Open-weight
Open weights we host and orchestrate in-house: no black box, no proprietary lock-in.
Business finetuning
We specialise the model on your language, documents and processes for real relevance.
Controlled alignment
We govern the model's behaviour — what it accepts, refuses and prioritises — to your compliance requirements.
Comparison
ChatGPT, Copilot or sovereign AI?
US APIs have their place for uses with no confidentiality stakes. As soon as your business data is involved, the comparison changes.
| US APIs (ChatGPT, Copilot) | Sovereign AI (JustAI) | |
|---|---|---|
| Data location | United States or shared cloud | France, dedicated servers |
| Cloud Act exposure | Yes | Out of reach |
| Reuse of your data | Per ToS, changes over time | Never — contractual commitment |
| Model customisation | Prompt-level only | Finetuning on your data |
| Cost | Usage-based, imposed pricing | Controlled, own infrastructure |
| Reversibility | API dependency | Models and data belong to you |
| GDPR / AI Act compliance | To be proven case by case | By design |
This comparison covers mainstream API offerings. Enterprise plans with specific commitments exist — our assessment measures your exposure precisely, use case by use case.
Research & publications
Statutory AI: our alignment research
Mastering AI also means contributing to research. Our Statutory AI paper, published and presented at the AIDT 2026 conference, proposes an alignment framework where model behaviour is governed by explicit, auditable legal norms — an extension of Anthropic's Constitutional AI.
- An alignment framework grounded in legal texts: explicit, public and verifiable rules rather than a hand-written constitution.
- Evaluated on 1,000 red-teaming prompts and five penal-law themes (discrimination, disclosure of confidential information, violence, fraud, abuse of vulnerable persons).
- Harmful content reduced by 52 to 59 percentage points, ~10 points better than standard Constitutional AI, while cutting computation time by half.
- Paper published (HAL, CC BY-SA) with open code: our safety guarantees are reproducible and auditable.

Frequently asked questions
Sovereign AI: your questions
Is sovereign AI less capable than ChatGPT?
Not anymore. Recent open-weight models such as Kimi K3 rival the best closed models on general benchmarks. And on your business tasks, a model finetuned on your data often beats a generalist — at a controlled inference cost.
What's the difference between sovereign cloud and sovereign AI?
Sovereign cloud guarantees where your applications run. Sovereign AI goes further: it also guarantees who controls the model, what happens to your inference data and your ability to audit the system. A France-hosted Azure tenant is neither: the operator remains subject to US law, wherever the datacenter sits.
Do we have to migrate everything at once?
No. The standard approach: identify the uses that expose sensitive data (legal, HR, R&D, customer data), move those to sovereign AI first, and leave no-stakes uses on existing tools.
How much does sovereign AI cost?
Owning the inference infrastructure means a controlled cost per request, with no imposed quota. The real comparison is over three years, factoring in the risk of API price increases and the cost of a data leak — our assessment quantifies both scenarios.
